Catalan Government plans to raise water tax by 17.8% over four years

The 4.2% annual increase, set to begin in 2027 if the Budgets are approved, could add more than 2 euros to the bimonthly bill.

The Catalan Government plans to increase the water canon, the tax funding sanitation, by 4.2% annually for four years, directly affecting consumer bills starting in 2027.

The total increase in the water canon, which has been frozen since 2017, would amount to 17.8% over the four planned years, specifically between 2027 and 2030. This measure is part of the preliminary draft law on fiscal and financial measures accompanying the budget finalized by the Government of Salvador Illa.
The increase will be directly reflected in users' bimonthly bills. While the first year's increase will translate into about 50 cents extra, it is estimated that by 2030 the impact could exceed 2 additional euros for most Catalan citizens.
The purpose of updating this tax, which affects domestic, industrial, and livestock uses, is to provide the ACA (Catalan Water Agency) with a "stable economic framework" and greater "investment capacity".

In this way, it will be possible to comply with the principle of cost recovery for the water cycle.

This rise comes on top of other announced increases, such as the one planned by the public company ATL (Aigües Ter-Llobregat), which supplies water to the internal basins and anticipates a 6% increase, in addition to the 30% hike already applied in 2024.
