The report, presented by the current mayor, highlights a significant volume of unjustified spending and procurement procedures lacking competitive bidding.
Among the most notable expenses are a 825 euro bill for a baby stroller and the purchase of an electric bicycle for 1,690 euros in 2020, with no record of its final destination. Furthermore, high restaurant expenses have been detected, such as a 440 euro bill for four tasting menus at the Peralada Festival, allegedly linked to a Generalitat technician hired for a sewage treatment plant project that, according to the Catalan Water Agency, was not planned.
The PSC, the party with which the current mayor will run in the upcoming elections, has denounced "years of lack of control in public spending." According to the socialists, the report points to the hiring of a technician for nearly 100,000 euros between 2012 and 2021 without public tender, as well as numerous restaurant expenses linked to meetings and meals, including a retirement lunch and others thereafter. The analysis of municipal credit cards reveals recurring expenses at restaurants, totaling 11,309.30 euros at a single establishment, of which 7,700 euros were allegedly not properly justified as institutional representation.
The audit also focuses on protocol expenses, which exceeded 10,000 euros in 2020, and other expenditures such as gifts, vehicle repairs, dry cleaning, clothing and footwear, hairdressing, and a high fuel cost (9,298 euros) despite a limited vehicle fleet. The current government advocates for a policy of spending containment, with a reduction in debt and a positive treasury surplus.
The presentation of the audit has been moved forward due to a motion of no confidence filed by three councilors from Junts and one from ERC, which could change the municipality's mayorship. The motion will be voted on June 18th.
