The Generalitat has secured environmental approval from the Ministry to proceed with the Plemcat project, an experimental offshore wind farm in the Gulf of Roses.

After more than a year of waiting, the Plemcat project, an experimental offshore wind farm planned for the Gulf of Roses, has received the necessary environmental clearance from the Ministry for Ecological Transition. This favorable Environmental Impact Statement (EIS) marks a decisive step in unblocking the initiative.
The initiative will allow for the testing of floating wind turbines and other marine technologies off the coast of Empordà. It is designed as a testing ground for the development of offshore wind power in Catalunya, where no such installation currently exists.
Plemcat is not a commercial farm but a technological demonstrator aimed at validating technical, operational, and environmental solutions before scaling up to larger installations. Its approval paves the way for the deployment of offshore wind power in the region.
The chosen site covers an area of 7.8 square kilometers, located approximately 26 kilometers from the coast, off the Bay of Roses. This distance aims to minimize visual and environmental impact, and the seabed depth necessitates the use of floating technology.
The project includes the installation of three floating wind turbines of different types to assess their performance in real conditions, covering aspects such as platform stability, energy efficiency, operational costs, and impact on the marine environment and biodiversity.
Although the Ministry's specific conditions have not yet been fully detailed, the initial design incorporated environmental monitoring measures, particularly concerning marine fauna, bird migratory routes, and local fishing activities. The goal is to position Catalunya as a technological hub for floating offshore wind power.
