This initiative focuses on community cats, defined as unsocialized animals living freely in human environments. The law tasks city councils with managing these animals and establishes the CER method (capture, sterilization, and return) as the sole admissible approach for population control.
According to the new program, all cats in colonies must be sterilized and identified with a microchip registered to the City Council. It is strictly prohibited to kill them, capture them on one's own initiative, confine them, or relocate them from their habitat.
Citizens play an active role in this management. They are asked to sterilize and microchip their pets, avoid feeding community cats on their own, respect the designated feeders, water stations, and shelters for the colonies, and notify the City Council upon detecting sick or injured cats or litters.
Furthermore, a call for volunteers is open for the role of caretakers, responsible for managing a colony, and collaborators who provide support in feeding and cleaning. The City Council will offer training, an accreditation card, and material support to volunteers. The registration form can be downloaded from the municipal website or collected at the offices.
