The Roses City Council has confirmed that for the year 2027, the tax rates for all municipal taxes will remain frozen. This means there will be no increase in the Property Tax (IBI), Circulation Tax, Tax on the Increase in Value of Urban Land (Plusvalía), Economic Activities Tax (IAE), or Construction, Installations, and Works Tax (ICIO).
The only fiscal novelty for the upcoming year is the introduction of a 15% bonus on the capital gains tax for property transfers due to death. This measure is aimed at descendants, adoptees, ascendants, first-degree adopters, and spouses, and will apply to residential properties that were not the deceased person's habitual residence.
This new bonus is in addition to the existing 95% bonus for transfers where the property was the transferor's habitual residence. According to Joana Pérez, Councilor for Economy and Finance of Roses, the measure aims to alleviate the financial burden for families during inheritance processes.
Regarding municipal fees, a general update of 2.9% has been planned, corresponding to the year-on-year CPI for December 2025. Water fees will increase by 2.07%, and the sewage fee by 1.87%, reflecting the rising cost of services.
The ordinances for 2027 also include modifications to improve clarity and legal certainty for taxpayers. Several points have been revised, such as day calculations, the fiscal calendar, direct debit payments, and public space occupation, to make them more understandable.
Furthermore, various fees related to municipal services are being updated, including the tow truck and municipal deposit service (expanding the types of vehicles included), administrative activities, and the use of municipal facilities.
