The Plan 20,000 will create 15,500 places for the elderly and 4,500 for people with disabilities, accompanied by the construction of 15 new public residences across the country. This initiative represents an "important leap forward" to cover current waiting lists and dimension the system for future needs.
Initially planned for 6,000 places, the plan is expanded to 20,000 places by 2030 through public investment, contracting of places, and collaboration with the social, private, and local sectors. The first three new public residences will be in La Seu d'Urgell, Reus, and Santa Coloma de Gramenet, providing 255 places for the elderly, operational by 2030.
The main method for increasing capacity will be contracting existing private places, aiming to incorporate one-third of the current private supply before 2030, adding 6,590 places for the elderly and 334 for people with disabilities. This will be supplemented by places from Next Generation funds and calls from the Department of Social Rights and Inclusion.
Places are also expected to be incorporated through subsidized loans from the ICF and projects without public funding. The promotion of new residences by local authorities and the private sector, with future contracting commitments, could generate 6,331 places for the elderly and 3,786 for people with disabilities.
The full implementation of the plan will involve an additional investment of 878 million euros. In the coming months, the Government will work on identifying new projects, contracting private places, and detecting available municipal land.
