ERC's parliamentary group in Congress has concluded that the State acted "negligently" in preventing the August 2017 attacks in Barcelona and Cambrils. This is stated in the final conclusions document presented this Tuesday to the 17-A commission in the lower house.
Specifically, the Republicans maintain that coordination between security agencies was "insufficient" and that the State did not adequately monitor the imam of Ripoll. "There were sufficient elements to consider him a person susceptible to much more rigorous monitoring and evaluation," they state in the document. They also emphasize that the "non-transmission of relevant information to the Mossos d’Esquadra" constitutes a "serious institutional failure" and call for political accountability.
In the document, the parliamentary group criticizes that the State "has not fully guaranteed" the right to truth for victims and citizens, and that there are indications of "negligent action" in managing the information available on Abdelbaki Es Satty before the attacks. They consider it proven that the imam of Ripoll had contacts with the National Intelligence Center (CNI) and that this data was not shared with the Mossos before the attacks.
ERC acknowledges that it has not been possible to prove that the CNI directly knew about the specific preparation of the attacks, but asserts that the State had "sufficient elements" to evaluate and monitor the imam in a "much more rigorous" manner. The party also points out that official secrecy has prevented clarification of some "essential aspects" of the relationship between Es Satty and the CNI, thus demanding the declassification of all existing documentation related to the imam.
Therefore, ERC calls for a comprehensive policy of support for victims, including psychological and legal assistance, institutional recognition, and guarantees of non-repetition. "Victims have the right to know what happened. Catalan society has the right to know what went wrong. And institutions have the democratic obligation to explain everything and reform what did not work," the party concludes.
