This event, held at the Benifallet Multipurpose Center, gathered technical and political representatives from municipal and regional administrations. The meeting in the Terres de l'Ebre marks the beginning of a series of seven gatherings to be held across Catalonia during May and June.
The main objective of these meetings is to evaluate progress made over the past year and identify key challenges for the development of youth policies. The session in Benifallet included a plenary session titled "Weaving Youth: analysis, tools, and shared action," complemented by two practical workshops on communication skills and the application of artificial intelligence in the youth sector.
The PNJCat 2030 is established as the fundamental strategic document to guide public youth policies in Catalonia in the coming years. This plan seeks to offer a comprehensive and sustainable response to the challenges faced by young people, actively involving local communities, entities, and young people themselves as drivers of change.
The plan establishes stable instruments, services, and resources to transform the youth reality and address essential needs such as housing, employment, education, emotional health, and environmental justice. It defines four major strategic challenges until 2030: youth emancipation, well-being and quality of life, youth participation and leadership, and youth equity and inclusion.
The Government has reached a consensus on this framework with a wide range of social, economic, and institutional stakeholders, including municipal entities and the National Youth Council of Catalonia. The document is the result of a participatory process that involved nearly 2,300 people.
The approval of the PNJCat 2030 by the Government grants it regulatory status, consolidating it as the strategic reference framework for youth matters. Concurrently, the processing of the Youth Policy Action Plan: horizon 2026 has begun, which will detail the specific measures and actions to achieve the objectives set by the PNJCat 2030.
