Territory allocates 80 million to Terres de l'Ebre

Minister Sílvia Paneque presents a budget that almost doubles the previous one, with significant investments in roads and the new hospital.

The Minister of Territory, Sílvia Paneque, has presented in Tortosa the 80 million euro budget for her department in the Terres de l'Ebre, a figure that almost doubles the previous one and focuses on specific investments.

The Department of Territory, Housing, and Ecological Transition will invest a total of 80 million euros in the Terres de l'Ebre, as announced by Minister Sílvia Paneque i Sureda in Tortosa. Of this amount, 24 million will be allocated to various investments and the rest to the execution of the Plan de Barris (Neighborhood Plan). Paneque highlighted that this figure represents a significant effort to almost double the 2023 budget, concentrating resources on tangible projects for citizens.
The largest allocation, 18.7 million euros, is designated for roads. Other investments include 3.24 million for ports and maritime transport, 1.24 million for industrial land and buildings, and nearly half a million for actions in neighborhoods and old town centers. By region, Baix Ebre will receive 5.47 million, Montsià 6.55 million, Ribera d'Ebre 7.78 million, and Terra Alta 2.78 million euros. The remaining 1.4 million will be distributed among other actions.
Among the key projects to be advanced by these budgets is the new University Hospital of Terres de l'Ebre. The minister explained that planning is already underway, with an agreement with the Tortosa City Council, and that drafting is expected to begin in early 2026.
Regarding roads, notable improvements include the C-12 between Amposta-Tortosa (3.81 million) and Tivissa-Mora la Nova (5.58 million), as well as the link to the variant of the C-43 in Gandesa and road surface maintenance across all regions. Progress is also being made on the C-12's 2+1 program, with one section under execution and the next section up for tender towards Vinallop. Additionally, a budget has been allocated for the development of the Catalunya Sud economic activity area.
A significant project to be executed through Ports de la Generalitat (Ports of Catalonia) will be the improvement of the breakwater at the port of Les Cases d’Alcanar, with an expenditure of 2.85 million euros. A new collector will also be constructed between the wastewater treatment plant of the Estació de Mercaderies industrial sector (Catalunya Sud) and the Ebro River in l'Aldea, with an investment of 1 million euros.
This budget increase is part of the Generalitat de Catalunya's overall accounts for 2026, which amount to 49.162 billion euros, a 22.8% increase compared to 2023. The investment from the Department of Territory, Housing, and Ecological Transition for 2026 is increasing by 80%, reaching 1.440 billion euros.
