“"Creating this team means being closer to responding to the student when teachers detect indicators that their social or mental health situation is not good, and being able to respond faster. We also tell families that the City Council is by their side and acts on these situations when necessary."

The Cornellà de Llobregat City Council has created the School Support Social and Health Care Team (ESSE), a pioneering municipal service in Catalonia that will strengthen coordination between educational centers, social services, and health services to offer a comprehensive response to the needs of children and their families.
The initiative is born with the objective of improving the early detection of situations of vulnerability and social risk, promoting preventive actions, and ensuring more agile, coordinated, and effective care. The new team will begin operating this academic year in all public infant and primary schools in the city as a new support instrument for the educational community.
This service is part of the Commitment to Education in Cornellà de Llobregat, presented last month, which aims to reduce inequalities and guarantee future opportunities. The City Council has committed to an investment of over 20 million euros to progressively air-condition all public primary schools in the city.
The ESSE team will start working progressively throughout this academic year. The deployment phase will include shared tutorials, specialized emotional support, home visits, and the consolidation of coordination spaces between the different services involved. Subsequently, an initial evaluation will be carried out to analyze its impact.
With this team, Cornellà reinforces its model of an educating city and its municipal commitment to equal opportunities, prevention, and the well-being of children and adolescents. The project is co-financed by the City Council and the Department of Social Rights and Inclusion of the Generalitat de Catalunya, which contributes 66% of the resources.
The intervention model integrates the educational, social, and health spheres under a single shared strategy, based on the idea that schools, families, social services, and health share a common line of intervention and common objectives. The team consists of a social worker, two social educators, and a mental well-being professional.
Specific objectives include consolidating stable coordination spaces with educational centers, simplifying communication channels, early detection of risk situations, and integrating family work plans with individual educational plans. One of the first priorities will be the detection and management of school absenteeism.
