The Sant Feliu de Llobregat City Council has launched a public consultation to gather input for the future Municipal Register of Empty Homes Regulation, a tool aimed at addressing unoccupied properties in the municipality.

Citizens and interested entities can send their comments to habitatge@santfeliu.cat until November 18th. The preliminary consultation document and the draft Regulation are already available on the municipal website. Received contributions will be evaluated and forwarded to the relevant study commission.
This new Regulation will establish and govern the Municipal Register of Empty Homes, with the aim of improving knowledge of vacant properties, promoting their inclusion in affordable rental programs, such as the municipal housing exchange, and facilitating the application of the IBI surcharge on empty homes when legal requirements are met. The norm seeks to promote the fulfillment of the social function of property and guarantee the right to housing access.
The Regulation will also define the register's organization, the data it will contain, and personal information protection guarantees. It will regulate the procedures for registration, modification, and cancellation, as well as the verification of vacancy, always with the hearing of interested parties. Furthermore, it will distinguish properties subject to the IBI surcharge according to tax legislation from other empty homes, treating their information separately.
