The Sant Vicenç dels Horts City Council Plenary has initially approved the 2027 municipal budget, set at 44,411,562 euros, with favorable votes from PSC and Sant Vicenç en Comú Podem, and negative votes from Fem Sant Vicenç and Vox.

The budget, slightly higher than the previous year, maintains the municipal government's lines of action, aiming to improve public services, strengthen social policies, education, citizen security, sustainability, and public space initiatives. Of the total 44.4 million euros, 41.1 million are allocated to ordinary operations and 3.3 million to investments.
Expenditure is distributed as follows: 46% for services to people (social policies, education, culture), 32.97% for services to the territory (public space maintenance, urban planning, environment), and 21.02% for general services (administration operations).
Mayor Miguel Comino highlighted the improvement of educational centers with over 1.3 million euros for air conditioning, support for families and entities, and reinforcements in security and environmental matters as priorities for 2027.
Planned investments include actions in education, LED lighting renovation, urban furniture improvements, parking facility development, upgrades to the Local Police headquarters, sports facilities such as the Summer Municipal Pool and the Francesc Macià multi-sport court, installation of surveillance cameras, and energy efficiency improvements.
During the debate, spokespersons for Sant Vicenç en Comú Podem, Jordi Gil, and the PSC, Isidre Bautista, defended the social and realistic nature of the accounts, emphasizing the increase in resources for social policies and public services throughout the term.
The opposition, represented by Fem Sant Vicenç and Vox, voted against. Fem Sant Vicenç, through its spokesperson Marcel·lina Bosch, criticized the lack of ambition and the absence of allocated funds for street renovations that were requested. Vox, with councilor Iván Santiago, called for greater priority for citizen security and cleanliness, and questioned allocations such as the one for Global Justice.
The Plenary also initially approved the modification of fiscal ordinances and public prices for 2027, with average increases around 3% for residential and commercial property tax (3.5%), office property tax (2.7%), and other municipal fees. Bonuses for energy self-consumption and a fixed fee for minor works remain in place.
Mayor Miguel Comino justified the increases due to rising contract and expense costs, stating they are necessary to maintain service quality. Fem Sant Vicenç, via councilor Arnau Mata, questioned the need for these hikes given the treasury surpluses, while Vox considered them an additional burden on families.
Following the initial approval, a public exhibition period of 15 business days opens for budget objections and 30 days for fiscal ordinances. The City Council will also hold a public hearing on Tuesday, October 13th, at 6 PM at the Casa de la Vila.
