The Generalitat de Catalunya has definitively approved the Modification of the Metropolitan General Plan (MPGM) for Sant Roc, in the municipality of Sant Vicenç dels Horts, allowing most property owners to apply for licenses to build or renovate homes without major prior infrastructure works.

The planning modification removes the suspension of urban planning license grants, enabling property owners to build new homes, extend existing ones, or carry out renovations. Furthermore, property owners are freed from urbanization charges and the obligation to purchase land for green spaces and public facilities.
Thanks to this change, the Sant Vicenç dels Horts City Council acquires the Can Mallol farmhouse, classified as a Cultural Asset of Local Interest (BCIL), which will be designated as a public facility. This space will complement the current building of the Neighborhood Association and the sports courts, creating a new community hub for the neighborhood.
The urban plan also foresees the creation of a private residence for the elderly on Velázquez street. The mayor, Miguel Comino, welcomed the news, calling it "very good news, long-awaited for almost 20 years," and highlighted that it will represent "a before and after for the neighborhood's urbanization."
The Councilor for Urbanism, Isidre Bautista, emphasized that the measure "favors housing generation and responds to the municipality's residential needs," and positively valued the acquisition of Can Mallol as an "element of great heritage and identity value."
The Sant Roc neighborhood, comprising 274 single-family housing plots spread across Sant Vicenç dels Horts and Santa Coloma de Cervelló, had its initial approval for this planning modification in February 2025. The objective is to urbanistically legalize the neighborhood, considering most of it as consolidated urban land.
