Homeless man dies in Badalona as Barcelona delays activation of cold emergency phase

The victim was found dead on Tuesday midday in a parking lot on Torres i Bages street during the wave of low temperatures.

A homeless man died this Tuesday, Epiphany Day, in a parking lot on Torres i Bages street in Badalona, coinciding with a sharp drop in temperatures, sparking criticism regarding emergency protocols.

The Sistema d'Emergències Mèdiques (SEM) confirmed the death of the person, who was living rough in the parking lot. Initial indications, according to various sources including El Periódico, suggest the man may have died due to the cold. The case is currently under judicial secrecy.
The spokesperson for the Comuns in Badalona, Aïda Llauradó, regretted the lack of information regarding the municipal cold weather operation run by the Badalona City Council, led by the PP. Llauradó denounced the non-existence or small size of the alleged operation via X.

"Emergency places are only activated when the thermometer reaches 0 degrees. We demand that the number of places be increased and that it does not depend solely on the drop in temperatures or whether the thermometers mark one degree more or less. In fact, sleeping at 0 or 2 degrees is not very different."

In Barcelona, the City Council was slow to activate the emergency phase, launching 200 overnight places after criticism from the Ombudsman and various social entities. The Fundació Arrels believes this decision comes late, as many people have been requesting thermal gear such as blankets and sleeping bags for days.
The Arrels organization demands changes in the activation criteria for the protocols, which rely exclusively on reaching 0 degrees, arguing that conditions at 2 degrees are equally dangerous for homeless individuals.
