The Government has approved the Regenera Program, a stable public policy to promote the renovation of Catalonia's housing stock, 60% of which predates 1980. The Minister of Territory, Housing, and Ecological Transition, Sílvia Paneque, highlighted the need for a coherent and effective public response to the aging housing stock.
Paneque recalled that approximately four million homes in Catalonia require conservation, accessibility, and energy efficiency improvements. The program aims to move beyond isolated aid and establish an efficient renovation policy, with six lines of action including interventions in vulnerable areas, support offices, promotion of building renovations, financing for homeowners' associations, improving knowledge of the residential stock, and acquiring homes to expand public housing.
In five years, 480 million euros from the NextGeneration Funds have been managed, granting aid for 33,573 homes through over 11,400 applications. The minister emphasized the collaboration between professionals and institutions to carry out these projects.
The rehabilitated headquarters of the Col·legi de l’Arquitectura Tècnica de Barcelona (Cateb), named the Casa de l’Arquitectura Tècnica, served as the backdrop for this announcement. The building, which reopened after nearly two years of works, aims to be a space for disseminating technical and cultural knowledge in construction and housing.
The Cateb opted for the comprehensive renovation of its headquarters, avoiding new construction and reducing waste. The building displays its structures and installations to highlight the work of technical architects and adheres to the European DGNB certification, featuring a system to optimize energy consumption.
