Following its approval in the December plenary session, the new regulation, promoted by the government of Jaume Collboni (PSC) and supported by Junts and ERC, begins a new phase. The definitive text incorporates changes affecting everything from street drinking (botellones) and graffiti to neighborhood disturbances and cleaning up dog urine.

To facilitate adaptation, the consistory will deploy 400 street informants, concentrated in areas of higher activity and conflict, such as nightlife spaces. This task is coordinated with the Night Commissioner, Carmen Zapata. Simultaneously, the Guardia Urbana (Local Police) will begin internal training to correctly apply the new regulation.
Among the most notable sanctions are fines up to 1,500 euros for street drinking in the presence of minors and up to 3,000 euros for promoting 'drunken routes'. Public urination will be punished with amounts between 300 and 1,500 euros. Furthermore, the new rule incorporates aporophobia (hatred of the poor) as a new type of discrimination and strengthens mediation efforts.
