The Citizen Service Office (OAC) in L'Eixample, Barcelona, will host a pilot test to study the feasibility of unifying citizen service operations for the Generalitat and the State in person.

This initiative, pioneering in Spain, aims to facilitate citizen access to social and immigration services, benefits, information, and procedures, reducing the fragmentation of information channels and improving service from a single physical point. The collaboration stems from agreements reached in the Generalitat-State Bilateral Commission meetings of February 24, 2025, and May 20, 2026.
During the pilot test, the feasibility of the Eixample OAC becoming a unified office will be analyzed. If results are positive, the intention is to extend this model to other offices. The Eixample OAC could offer general information on immigration, support for administrative procedures, assistance with form completion, document digitization, and digital submission, basic inter-administration coordination, and expediente referrals.
The test will also examine participation models for staff from both administrations, coordination mechanisms, and the necessary organizational, technological, and logistical requirements. The Eixample OAC, located at Gran Via de les Corts Catalanes, 641, opened on May 18 of this year and has registered 3,422 service interactions up to October 15, 2026.
The most requested procedures include digital certificates, signature and idCAT Mòbil, Stable Partnership Registry, Large Family Title, PUA subsidies, and Disability Degree Recognition. This unified service model simplifies the citizen-Administration relationship, offers more efficient and personalized attention, and helps reduce the digital divide.
