The President of the Generalitat, Salvador Illa, and ERC leader, Oriol Junqueras, have formalized the budget agreement enabling the approval of the legislature's first accounts, featuring key details on infrastructure and funding.

The pact includes several key measures in infrastructure, language, education, health, and funding.
One of the highlighted proposals is the orbital railway axis. The agreement specifies the initial steps, including a collaboration protocol between governments for project design and construction execution, prioritizing connectivity with various Rodalies and Ferrocarrils de la Generalitat lines. A monitoring committee will be established with ADIF, RENFE, and Ifercat.
Regarding the Consorci de la Zona Franca de Barcelona, a modification of its statutes is proposed to ensure a majority for the Generalitat and the City Council of Barcelona, although its affiliation with the Spanish government would remain. This measure requires approval from the Spanish Congress.
In terms of investments, the bilateral infrastructure commission will plan and monitor state investments in Catalonia. The Societat Mercantil d’Inversions a Catalunya will be established to conduct studies and draft projects.
On funding, legislative reforms for the new financing model are planned, along with joint work for the delegation of powers in IRPF collection. The Generalitat and the Agència Tributària de Catalunya will sign a program contract to ensure stable treasury funding.
In the linguistic sphere, 50 million euros will be invested over three years to promote Catalan on social media, with additional allocations for digital content, artificial intelligence, audiovisuals, video games, and sports.
For education, support classrooms will be reinforced with 21 million euros, 400 million will be allocated to improving educational centers until 2030, and funds are foreseen for school vouchers and libraries.
In health, an extraordinary fund of 240 million euros is created to reduce the deficit, and the shortage of healthcare professionals will be analyzed.
The agreement also includes the transfer of the Rodalia (commuter rail) service, with commitments for lines R1, R2, R3, and R4, and the construction of the Camp de Tarragona tramway. There are no updates regarding airports, although the Autoritat Aeroportuària de Catalunya will be created.
In housing, the Programa Regera will be promoted with 160 million euros annually to mobilize vacant properties, and the Pla de Pobles 2026-2030 with 400 million for rehabilitation and improvement of public spaces in small municipalities.
Other measures include 150 million for strategic projects of Catalan research centers, university funding, the transformation of the Carnet Jove (Youth Card), and a National Pact for Industry.
