The Generalitat has simplified 170 administrative procedures to date and plans to streamline 40 more by 2028, aiming to reduce bureaucracy and save citizens time in their daily dealings. These improvements affect areas such as health, education, agriculture, and justice.
Among the new measures, the procedure for becoming a domestic partnership has been simplified, now requiring only one form. The ability to give medical consent for surgical interventions via the La Meva Salut app has also been implemented. According to anesthesiologist Sandra Galve from the Vall d'Hebron hospital, these changes benefit both patients and healthcare professionals.
The Minister of the Presidency, Albert Dalmau, stated that the goal is to "make people's lives easier" and combat "excessive bureaucracy and complicated language." These initiatives are part of the Catgirem program, launched a year ago to shorten waiting times for procedures like electric car purchase subsidies.
In the agricultural sector, the application process for transforming forest land has been simplified, and PDF forms for agricultural machinery registration have been replaced with HTML versions. Teachers also benefit from an app to manage substitutions via mobile, reducing vacant position durations.
Regarding language proficiency, forms for the A1 Catalan certificate are now multilingual, and certificates can be downloaded from the citizen's Private Area, with over 8,000 downloads recorded.
Businesses also experience simplified procedures, such as applying for beach kiosks or activities in maritime zones, leading to a 55% reduction in inquiries to the Generalitat. Obtaining permits for restaurants or gas stations along roads has also been facilitated, with detailed documentation requirements.
