This initiative, confirmed by the minister in a written response, seeks to establish homogeneous criteria to ensure that Catalan is the normal language of use within the administration. The resource will cover the entirety of the corporate, administrative, and institutional activity of the Government, including internal and external communication, both oral and written, in-person and online.
The measure is framed within current regulations and the objectives of the National Pact for the Language, approved a year ago. This pact establishes the need to guarantee that the institutions of the Generalitat and their representatives always express themselves in Catalan in communications addressed to Catalan society, and that Catalan is the habitual language for internal and external administrative communication, both oral and written, in-person and online.

The announcement comes after the minister justified a speech in Spanish given by the president of the Generalitat at an international forum on October 20. In his defense, the minister argued that the evaluation of Catalan promotion policies cannot be based solely on isolated interventions without considering the context and target audience. He pointed out that the event was primarily aimed at the Spanish-speaking market and was not directly addressed to Catalan society.
Previously, at the end of 2024, the PSC rejected a motion in the Parliament of Catalonia that urged the Government to always express itself in Catalan in the Catalan Countries. This proposal, which sought to act in coherence with the linguistic emergency situation, received support from several parties, but the opposing vote from the socialists, along with other formations, prevented its approval.
