The Department of Business and Work has set these minimum services for the 17 planned strike days, which include territorial and all-Catalonia strikes. In the city of Barcelona, seven strike days have been scheduled, five of which will affect schools and institutes, and two more nurseries.
The minimum services established by the Generalitat, similar to those of the March call, guarantee the presence of mandatory staff in all educational centers. The definition of minimum staff varies according to the educational level, the type of center, and the service offered.
In early childhood, primary, and secondary education centers, the presence of one member of the management team and one teacher for every three classrooms is required. Nurseries must have one faculty member plus 33% of the total staff. For special education centers (from three to 16 years old), the minimum service is set at 50% of the staff. As for school canteen services, which include monitors, cooks, reception, and extracurricular activities, as well as attention to students with special needs, 50% of the staff must be operational.

The strike call responds to the rejection by some unions of the pact that the government closed with CCOO and UGT. The convening unions, including USTEC-STEs, Professors de Secundària (ASPEPC-sps), CGT, and Intersindical, seek to force the Generalitat to resume negotiations.
Among the main union demands are the recovery of teachers' purchasing power, increased educational investment to reduce ratios, improved attention to diversity in classrooms, and reduced bureaucratic burden.
