Three Catalan Municipalities Surpass Barcelona in Per Capita Crime Rates

El Prat de Llobregat leads the list with 150 crimes per thousand inhabitants, according to Ministry of Interior data.

Despite a decrease in crime in Barcelona, three Catalan municipalities show higher crime rates per thousand inhabitants than the regional capital, according to Ministry of Interior figures.

Insecurity has long been a major concern for citizens in Barcelona, although its crime rate has progressively decreased. According to the 2025 fourth-quarter Crime Report published by the Ministry of Interior, conventional crime in Catalonia has fallen by 2.7% compared to the previous year, and in Barcelona, the reduction was 1.9%, resulting in 88 crimes per 1,000 inhabitants.
However, the list of Catalan municipalities with the highest crime rates per 1,000 inhabitants is led by El Prat de Llobregat (Baix Llobregat), with a rate of 150 crimes. It is followed by Sant Adrià de Besòs (Barcelonès) with 97, where crime has increased by over 10% compared to the same period last year. The third municipality with the highest rate is Roses (Alt Empordà), with 91 crimes, and the fourth is Salou, with 89.
These figures contrast with public perception, as the November 2025 Municipal Barometer indicated that housing access was the primary concern for 32.8% of Barcelona residents, while insecurity was the main issue for 25.2%.
The Ministry of Interior's report also breaks down cybercrime, which accounts for 17.32% of the total in Catalonia. These offenses include online scams, card fraud, online threats, hate crimes, and unauthorized access to computer systems.
