The draft bill of fiscal and financial measures accompanying the new Catalan budget includes a 4.2% annual increase in the water canon (tax). This increase, which would be applied over four years, from 2027 to 2030, would result in a cumulative increase of 17.8% on the final bill.
This update, which affects domestic, industrial, and livestock uses, would be reflected in the bimonthly bill with an additional cost of about 50 cents in the first year. However, according to executive forecasts, by 2030 the increase could exceed 2 extra euros per bill. The canon, which funds sanitation, has been frozen since 2017.
It is necessary to provide the ACA with an stable economic framework that offers it greater investment capacity.
The canon increase was previously attempted in the budget presented by the Aragonès government in 2024 but was not implemented due to the rejection by the Comuns, which prevented the budget's approval. The current proposal, which is milder and more progressive than the one proposed two years ago, seeks to comply with the principle of recovering the costs of the water cycle.
