Education presents "final" proposal to unions with salary improvements

Minister of Education, Esther Niubó, has announced that a "final" proposal with salary and staff improvements will be presented to unions to try and reach an educational agreement.

The Minister of Education and Vocational Training, Esther Niubó, has stated that this Thursday a new proposal "with salary and staff improvements" will be presented to the unions, which will be "the final one". "It is a more complete proposal, both in terms of classroom resources and salary, to incorporate into the agreement, and which we hope will serve to reach an understanding, stabilize the educational system, and face the educational improvement of the next decade," the minister declared.
This proposal comes after six meetings between Education and the striking unions. In yesterday's meeting, there were advances in the remuneration issue with a new bonus for all teachers this year, but points remain pending regarding its amount and new provisions for inclusive education.
The negotiation was affected by the emergence of the Assemblea Educativa de Catalunya (AEC), a collective that promoted blockades on roads such as the AP-7 and A-2. According to the AEC, this action is a "clear warning that the teachers' movement will not end with a low-ball agreement". This new scenario led to the meeting, initially planned to conclude a preliminary agreement, ending without consensus.
From the Ustec union, it has been described as "unacceptable" that the minister presents a "final proposal" before the formal negotiation at the sectoral table. "So far, the Department has not presented any detailed written proposal, as we the striking unions have repeatedly requested," they point out, and argue that this afternoon's meeting should be for negotiating an open proposal, not for validating a "take it or leave it" offer.
Furthermore, Ustec insists that any agreement will be subject to consultation "with the entire teaching staff". The union states it faces the meeting "with all the strength accumulated during the strike and mobilization days", and acknowledges that they are approaching an agreement, but that it must have all guarantees.
