Girona's Cinema Truffaut Award Halted

The Catalan Public Sector Contracts Tribunal provisionally suspends the cinema's management following a complaint over "blatant irregularities".

The Catalan Public Sector Contracts Tribunal has temporarily halted the award of Girona's Cinema Truffaut. The decision follows a complaint filed by the Critics Collective, alleging "blatant irregularities" in the process.

A fragmented vote by the local government board had initially led to the cinema's management being awarded to the company Rambla de l’Art-Cambrils IAE. However, the Critics Collective has taken the case to the tribunal, denouncing the transfer of a non-profit cultural public service to a private company and the lack of a requirement for programming exclusively in its original version as "blatant irregularities".
This challenge has resulted in the provisional suspension of the award. The contract is now on hold until the tribunal resolves the dispute, as stipulated by Article 53 of the public sector contracts law. The complaint, spanning nearly fifty pages, argues that the bidding process was not conducted correctly, emphasizing the importance of original version programming as a fundamental characteristic of Truffaut.
The critics have also questioned the cultural assessment of the projects, describing it as "arbitrary, biased, and profoundly unfair" according to experts. They suspect a potential leak, as the awarded company's project was "exactly the same" as theirs. Furthermore, they cite legal reports supporting the option of not awarding the contract based on public interest, as per Article 152 of the law.

Meanwhile, Cinema Truffaut remains open and operational thanks to an extension agreed with the council, out of responsibility towards its four employees. Neither the collective nor the Girona City Council have made further public statements pending the judicial resolution.
