This Friday, the ordinary plenary session for May was held at the La Ràpita City Council, marked by the approval of several strategic projects for the municipality. Among the most significant decisions are the final approval of the conditioning project for the municipal stadium of La Devesa, the modification of the Municipal Urban Planning Plan (POUM) to enable the construction of the future new institute, the comprehensive renovation of the outdoor public lighting, the approval of the dates for the Main Festivities, and new actions aimed at improving municipal facilities and public spaces.
One of the most notable points was the unanimous approval of the conditioning project for the municipal stadium of La Devesa. This action will allow for the renovation and modernization of the sports facilities, particularly the main 11-a-side football pitch. The project includes replacing the artificial turf of the 11-a-side football pitch, installing new foldable goals for 7-a-side football, renewing protection nets, the electronic scoreboard, and the irrigation system. The 7-a-side football pitch facilities will also be improved with new lighting, protection nets, and sports equipment. Mayor Xavi Reverté highlighted that this is a long-standing demand and that the new pitch will be "fully sustainable and CO2 neutral," eliminating rubber and microplastics.
The council also unanimously approved a specific modification of the POUM to adapt the urban planning classification of the land where the future new institute will be built. The modification affects two municipal plots located on Doctor Torné street, facing Jaume Perepons avenue, which will be designated for educational use, essential for establishing the secondary education center. Mayor Xavi Reverté emphasized that the change of location responds to safety and flood risk criteria.
The plenary session also unanimously approved the adherence to the Framework Agreement for the supply of playground equipment and furniture for public spaces, which will expedite the incorporation of new elements. The Councilor for Social Policies, Noelia Belmonte, stressed the importance of parks as spaces for coexistence and highlighted that this adherence will facilitate the installation of sunshades. The Councilor for Parks and Gardens, Xavi Galera, recalled improvements already underway and announced new renovations in parks such as Hortets and Lluís Companys square, focusing on sustainable materials.
Another project unanimously approved is the renovation and improvement of the outdoor public lighting, which includes replacing 3,400 light points and 47 electrical panels with high-efficiency LED technology and intelligent remote management systems. The project aims to reduce annual energy consumption by over 70% and significantly decrease light pollution. The Councilor for Governance, Marc Brunet, described the initiative as "one of the most ambitious actions in the municipality," with an investment of nearly 3 million euros.
The council also approved the dates and modalities for the bullfighting events linked to the municipality's festivities for 2026. The Festivities of Mare de Déu del Carme will take place from July 16th to 19th; the Main Festivities of Sant Jaume, from July 23rd to August 3rd; and the Festivities of Mare de Déu de la Ràpita, from September 4th to 12th. The Councilor for Festivities, Helena Queral, highlighted new features and special anniversaries for the upcoming celebrations.
The regulatory agreement for the working conditions of municipal public employees was unanimously approved, updating conditions that had been expired since 2019. The Councilor for Human Resources, Marc Brunet, defended the need to "take care of the people who work for the town."
As an urgent item, the initial project to replace the roof of the municipal sports pavilion, described as being in "terrible condition" by the Councilor for Sports, Mireia Balada, was approved. The comprehensive renovation will involve an investment exceeding 700,000 euros.
A budgetary modification with a credit supplement of 30,000 euros for cultural activities and over 655,000 euros in extraordinary credits for municipal investments has been approved. These actions include improvements to the drinking water and sanitation network, the replacement of the sports pavilion roof, and the air conditioning of the municipal swimming pool. The Councilor for Finance, Marc Brunet, highlighted "real investments to improve the town's infrastructure," while the Councilor for Culture, Noelia Belmonte, pointed out the upgrading of spaces for cultural entities.
The adherence to the framework agreement for the supply of uniforms for the local police and municipal brigade was also approved, along with the initial declaration of surplus plots. In the section for requests and questions, Councilor Xavi Galera defended the work carried out against criticism from ERC about "cosmetically improving the town," asserting that the actions address real needs. Mayor Xavi Reverté responded to ERC's statements regarding the financing of the future institute, denying a specific allocation of 11.7 million euros and calling for accuracy in reporting.
