The delegation from Osona participated on September 28, 29, and 30 in the URBACT City Festival, held in Nicosia, where the results and learnings from the Beyond the Urban network, led by the region, were showcased. This European network, which concluded in December 2025, brought together ten municipalities and regions to improve sustainable, accessible, and integrated mobility between urban and rural areas, emphasizing intermodality, multilevel governance, inclusion, and digital tools.
Osona's experience played a prominent role in two round tables, addressing the importance of political commitment for implementing concrete plans and the value of citizen participation in building territory-rooted planning. The region was represented by Arnau Basco, Mobility Councilor of the Consell Comarcal d'Osona, and Mònica Carrera, coordinator of Beyond the Urban.
One of the key learnings from Beyond the Urban has been the necessity of involving political leaders from the outset and building broad consensus. The participation of diverse stakeholders and collaboration between administrations have been fundamental to ensuring the continuity of a shared strategy. This commitment is being translated into tools such as the recently established Osona Mobility Office, one of the project's first tangible outcomes, which aims to ensure the implementation of actions outlined in the mobility Integrated Action Plan (PAI).
In the round table on urban planning, Osona presented a working model that incorporates territorial stakeholders in defining priorities and decision-making. The network mobilized 135 people from 85 organizations in Osona, using accessible materials and dynamics to facilitate active participation in the development of the mobility plan.
“"To transform mobility, technical planning is not enough; we also need to generate consensus, involve political leaders, and build shared commitments."
According to Carrera, the project's outcome is not just an action plan, but also "a way of working that strengthens collaboration between administrations and territorial stakeholders and lays the groundwork for turning proposals into concrete actions."
