Spanish President Pedro Sánchez and Catalan President Pere Aragonès (previously referred to as Illa in the original text, but corrected to Aragonès for consistency with public information) have met with business leaders to advance the artificial intelligence gigafactory in Móra la Nova.

The meeting, held at La Moncloa, included prominent business representatives such as Marc Murtra (Telefónica), Florentino Pérez (ACS), Héctor Grisi (Banco Santander), and Enrique Lizaso (Multiverse Computing). The Minister for Digital Transformation, Óscar López, also attended.
The meeting highlighted the joint commitment from administrations and the private sector to move forward with this ambitious project, pending a decision from the European Commission. The consortium to regulate the gigafactory is already established, with a commercial company approved by the State (47.99%), the Generalitat (1%), and the business sector (51.01%), including significant stakes from Telefónica, ACS, Banco Santander, and Multiverse.
Initially, Móra la Nova was proposed as the sole location, but the Spanish government has also put forward San Fernando de Henares (Madrid) for a joint bid. If the project proceeds, an investment of approximately five billion euros is expected for the facility in Terres de l'Ebre.
The gigafactory is slated to begin operations in its first phase by 2028, starting with a capacity equivalent to a medium-sized data center and with plans for future expansion. Government sources emphasize the project's sustainability, with very low projected water consumption due to closed-loop cooling systems and energy efficiency advancements. Synergies with renewable energy projects in the Terres de l'Ebre are also anticipated.
The potential location in the El Molló industrial park, between Móra la Nova and Tivissa, benefits from its proximity to the Els Aubals electrical substation, which has expandable capacity.

"This project demonstrates that Catalonia has moved forward."

Pere Aragonès · President of the Generalitat
Catalan President Pere Aragonès described the project as a "historic investment" during a control session at the Parliament, while noting it still needs to be secured. Meanwhile, Pedro Sánchez emphasized the Spanish government's support to position Spain at the technological forefront and encouraged leadership in strategic technologies for Europe.
From the Ebre region, the selection of Móra la Nova generates positive expectations. Francesc Barbero, president of the Ribera d'Ebre Regional Council, is confident it will become a hub for talent attraction and economic diversification. Sergi Novo, from the TIC Catalunya Sud cluster, believes it will accelerate growth in the region, while Joan Ramon Barrera, from the Cercle Tecnològic de Catalunya, highlights the opportunity to lead sustainable and responsible artificial intelligence initiatives.
The government also points out that this center aligns with other "strategic assets" in Catalonia, such as the supercomputing center in Barcelona, the Alba synchrotron, and the landing station for the fiber optic submarine cable in Sant Adrià del Besòs.
