The meeting, held in the Sala Abat Senjust, was attended by the mayor Sílvia Orriols and municipal engineer Miquel Güell. During the session, the plan was introduced, and attendees' questions were addressed.
The PLATER aims to regulate the implementation of renewable energies in the territory. For Ripoll, the plan sets a photovoltaic target of 26.9 MW, of which 7 MW are to be installed on 11 hectares of non-developable land, with an additional land reserve of up to 120 hectares.
The City Council has highlighted several critical considerations regarding the document proposed by ICAEN, such as the non-consideration of cataloged farmhouses and the POUM's natural areas, an overestimation of the land reserve, the foreseeable destruction of rural territory, and the lack of transport and storage infrastructure. The lack of prior consensus with local stakeholders and the methodology used are also criticized.
For these reasons, the council will submit objections based on local criteria, procedural violations, territorial, urbanistic, and environmental impact, as well as agricultural land impact, alongside the lack of planning for complementary infrastructure and the effect on public health and the regional landscape.
The City Council is considering two main options: a complete amendment of the PLATER document or submitting a counter-proposal that protects farmhouses and excludes natural areas.
Interested citizens can submit their objections online through the Government of Catalonia portal before July 30th. A second public information period has been agreed upon to allow for citizen participation.
