The offenders primarily come from Alguaire and, to a lesser extent, Almenar, nearby towns where waste collection is done door-to-door. This practice, termed 'trash tourism', involves transporting waste to neighboring localities for disposal.
The initial fines are set at 300 euros, with the possibility of reaching up to 1,000 euros for repeat offenders, as explained by the mayor, Joan Andreu Urbano. To identify those responsible, the council employs two municipal agents and brigade personnel who inspect bags left outside bins for clues.
Municipal agents use PDA readers to identify vehicle drivers and send them the penalty notifications. Despite these measures, the mayor believes they are insufficient to eradicate the problem and has urged the Generalitat (Catalan Government) to be more permissive regarding the installation of video surveillance cameras in municipalities.
The decision to impose fines was made at the end of 2023, after it was confirmed that the municipality collects over a ton of waste annually from individuals from other towns, primarily in bins designated for non-recyclable waste.
