The launch of the future Tabacalera library in Tarragona will face a significant delay, as the necessary procedures for the transfer of the space will not be completed until autumn.

Despite the initial agreement between the city council and the Ministry of Culture on March 2 to expedite the process, municipal sources have confirmed that the complexity of the paperwork will prevent it from being ready before summer. The intention was to approve the transfer of 10,000 square meters to the State in a plenary session before summer, but technicians have warned that it will not be possible.

The patrimonial transfer to cede the use of three floors of the main building complex, as well as part of the old Assecador, requires a horizontal division of the space and a protocol of reports that includes visits to notaries. These procedures are lengthy and cannot be accelerated, according to the consulted sources. The local executive expects the file to be ready between October and before Christmas.
This slowness generates concern in some sectors, especially in the political group managing the Ministry of Culture. A municipal spokesperson for En Comú Podem has expressed their concern, considering seven months for a priority procedure to be excessive. This situation could jeopardize the investment in the event of a possible change of government in the State, as the announced investment so far is a political intention without a binding document.

The Ministry of Culture formally registered the request in mid-April to receive municipal approval for the transfer of the 10,000 meters. This process was to be certified before summer, in parallel with the definition of the usage plan being drafted by the Generalitat de Catalunya. Without the formal transfer, the project remains paralyzed, and political instability in the Congress of Deputies could further complicate the situation.
