The plan, titled 'Vila-seca Creativa: art i cultura' (Vila-seca Creative: art and culture), outlines 29 specific actions aimed at transforming the heart of the municipality. The Generalitat (Catalan Government) is expected to contribute 15 million euros, with the remaining 10 million coming from municipal funds. Mayor Pere Segura emphasized that the project goes beyond building renovations, focusing on infusing spaces with content and fostering a new economic model.
The initiative has garnered support from the opposition, represented by Joan Anton Ramírez (PSC), Francesc Benaiges (Vila-seca en Comú), and Josep Forasté (Decidim Vila-seca), who highlighted the need for a municipal vision and institutional continuity. Citizen participation will play a central role throughout the six-year implementation period.
The most significant investment, with an estimated budget of 6 million euros, is the construction of a new library, addressing a long-standing deficit in library space. This new facility is envisioned as a social hub. Additionally, 437,000 euros will be allocated to upgrade the current library, preparing it to become a future civic center.
The plan also includes improvements to four other facilities: the rehabilitation of the Ateneu Pi i Margall (4.3 million euros) to transform it into a civic center, the modernization of the Espai Jove de la Casa dels Obrers (1.6 million euros), enhancements to the Esplai Sant Esteve (1.4 million euros), and the integration of the Celler area with new spaces for local entities (1.1 million euros).
A coworking space is planned with an investment of 2 million euros, alongside initiatives to reopen vacant commercial premises through artistic residencies and creative markets, aiming to economically revitalize the Historic Center.
Regarding urban space improvements, the plan includes the renaturalization of Francesc Macià avenue (2 million euros) and the Rambla (300,000 euros), the installation of pergolas (500,000 euros), more bike lanes (250,000 euros), and a new health park for seniors (21,000 euros). The restoration of the old modernist washhouses with an immersive experience is also planned (700,000 euros).
The plan also addresses housing modernization, with over 600,000 euros designated for accessibility and energy efficiency improvements, and an additional 600,000 euros for upgrading public lighting to low-consumption systems.
