The risk for rain intensity has been raised to 5 out of 6 in parts of the coast and pre-coast of Tarragona, southern Barcelona, and Terres de l'Ebre, with ES-Alert messages activated.

Several points along the coast and pre-coast of Tarragona, southern Barcelona, and the Terres de l'Ebre are under the highest level of danger for rain intensity, classified as 5 out of 6. It is expected that locally, over 40 liters per square meter in 30 minutes, 90 liters in three hours, and even up to 200 liters in 24 hours in Terres de l'Ebre could be exceeded.
Given this forecast, Civil Protection has issued two ES-Alert system messages to mobile phones in the regions with the most adverse outlook, urging extreme caution. The storms could be slow-moving or stationary, accompanied by lightning, waterspouts, tornadoes, and strong wind gusts.
The Technical Committee of the INUNCAT Plan has met to analyze the data from the Servei Meteorològic de Catalunya (SMC) and coordinate the response of the involved organizations. The first ES-Alert message was sent to the mobile phones in the Garraf, Alt Penedès, Baix Penedès, Alt Camp, Tarragonès, and Baix Camp regions, with a second to Terra Alta, Baix Ebre, and Montsià, warning of the risk of flash floods.
According to the SMC, the atmosphere maintains high instability and humidity. Rains will begin around midday on the coast and pre-coast of Tarragona and southern Barcelona, extending throughout the territory in the afternoon. Areas near the maximum danger zones are at a risk level of 4 out of 6.
The downpours will be irregular and could be torrential, with severe weather phenomena such as waterspouts or tornadoes. From late afternoon, precipitation will concentrate in the south and along the coast, potentially becoming stationary and causing significant accumulations. In the Ebro Delta, the easterly sea could hinder drainage.
The Catalan Water Agency (ACA) and the Ebro Hydrographic Confederation (CHE) are closely monitoring Terres de l'Ebre and the lower Ebro river for potential flash floods in rivers and ravines. The Júcar Hydrographic Confederation is also monitoring the Ulldecona reservoir and the Sénia river.
The Rural Agents Corps is collaborating in monitoring the natural environment, checking fords, bridges, and access points, and reporting incidents. Civil Protection advises avoiding flood-prone areas and rivers, and exercising extreme caution when traveling.
