Spanish Government to Cap Seasonal Rent and Offer Tax Breaks to Landlords
President Pedro Sánchez announced a Royal Decree Law featuring 100% IRPF tax incentives and strict measures to curb speculation in temporary rental contracts.

The Spanish Government announced on Monday, January 12, that it will approve a Royal Decree Law introducing urgent housing market interventions, including tax bonuses for landlords and limits on seasonal rental contracts.
The measures, announced by President Pedro Sánchez, include a 100% tax bonus on the Personal Income Tax (IRPF) for landlords who agree not to raise rental prices. Furthermore, initiatives are being prepared to curb abuse in seasonal and room rental contracts.
Regarding room rentals, the goal is to ensure that the total rent collected for individual bedrooms does not exceed the price of renting the entire property. In areas designated as high-tension zones, the rent control systems established by the Housing Law will be applied.
The President justified the urgency, noting that in 2026, hundreds of rental contracts are due for renewal, and a significant portion of the population, especially young people, faces disproportionate increases driven by speculation and 'greed'.

The Royal Decree Law will limit seasonal rental contracts to end fraudulent use and will set strict conditions, establishing a sanctioning regime for those who violate the state regulation on short-term rentals. It was highlighted that in cities like Cádiz, Barcelona, and San Sebastián, eight out of ten platform listings are for seasonal apartments.
