The Government initiative plans the construction of 1,940 flats that will maintain affordable rent for 75 years. Of the 37 plots tendered, four are located in the Lleida demarcation: two in La Seu d'Urgell, one in Tàrrega, and another in Vilagrassa.

Minister Sílvia Paneque detailed that this is only a “first wave” of public plots and announced that there will be more tenders throughout 2026. For this first bidding process, the Government has organized four groupings by territorial zones, each capable of building between 400 and 500 homes.
The selected plots belong to different price areas, but all have accredited rental demand. The criteria for awarding the contracts include the economic and financial plan, the methodology for planning and controlling the execution of the works, the building conservation and maintenance plan, and the social management plan for tenants. No single bidder may be awarded more than one lot.
