The initiative, presented by Junts deputy Jordi Fàbrega, urges the Government to begin the procedures for establishing an innovation hub specializing in technologies for mountain environments. This center, linked to the Pirineu Tech project, will also seek cross-border cooperation with Andorra.

According to Fàbrega, the proposal goes beyond a mere physical headquarters, representing a commitment to a "model of country, territorial equity, and how we understand innovation in Catalonia." The deputy criticized that innovation "still concentrates in the metropolitan area or major capitals" and advocated for its reach into "mountain territories and rural areas" to achieve a balanced country.

The parliamentarian recalled that Eurecat is Catalonia's leading technology center and a key player in the research and innovation system, lamenting that the Alt Pirineu and Aran is "the only vegueria without a physical Eurecat presence," which creates an "evident territorial imbalance."

Fàbrega highlighted the area's economic potential, with sectors such as tourism, mountain agri-food, nature sports, and digitalization, but pointed out that the problem "is not a lack of potential, but a lack of support structures for the territory."

The proposal places the future center in La Seu d'Urgell, leveraging the existing structure of the Pirineu Tech project, of which Eurecat is already a driving partner. Proximity to Andorra is considered strategic for generating cross-border synergies.

The resolution also asks the Government to develop an executive project with Eurecat to define the necessary resources, funding model, and implementation timeline, with the goal of the new center being operational by early 2027.
