The Generalitat's call is the first step to promote 1,940 affordable public rental homes across Catalonia, with social management planned for 75 years. In the Lleida regions, three municipalities are participating: La Seu d’Urgell, Tàrrega, and Vilagrassa, which together will add 165 new flats, 65 of which are concentrated in Urgell.
In Tàrrega, the tender foresees a block of 25 homes on a municipal plot ceded by the Societat Urbanística Municipal de Tàrrega (SUMTA) to the Generalitat in December 2025. The 807 m² plot is located at the corner between Via Lacetània and Maria Rúbies street. The allocation of the flats will follow the municipal housing regulations, ensuring the application of local social criteria.

Regarding Vilagrassa, the municipality will erect a building of about 40 homes on a public plot of 1,574 m² on Sebastià Sala i Bonastre street. The City Council has ceded the right of surface for 75 years. The flats will measure between 75 and 90 m², with half allocated to young people, and 10% reserved for vulnerable families.

This initiative is part of the Generalitat's objective to expand the public affordable housing stock, with 1,008 homes planned in Ponent and 553 in Alt Pirineu i Aran. The contractual model stipulates that the comprehensive management and maintenance of the homes will be maintained for 75 years.
