The main objective of this initiative is to promote the safety of the most vulnerable groups on public roads and raise awareness about risky behaviors. During this week, special emphasis will be placed on controlling distractions, dangerous riding, and improper parking by cyclists. The mandatory use of approved helmets and compliance with traffic signals, such as traffic lights and pedestrian crossings, will also be verified. Furthermore, attention will be paid to drivers of motor vehicles who may endanger or hinder the mobility of cyclists.
Regarding personal mobility vehicles (PMVs), such as electric scooters, Traffic reminds users of their obligation to comply with traffic regulations like any other vehicle. Current regulations prohibit their circulation on main roads, interurban roads, and urban tunnels. PMV riders must undergo alcohol and drug tests, with a zero tolerance for minors, and are prohibited from using mobile phones or headphones while riding. These vehicles are for single-person use, cannot exceed 25 km/h, and must use lights and reflective elements in conditions of low visibility or at night. The campaign will also check the registration of PMVs in the National Vehicle Registry and the contracting of civil liability insurance.
In the last campaign conducted in January 2026, a total of 281 fines related to cyclists were recorded throughout Catalonia, of which 244 were for cyclists and 37 for other users. The most common sanctions for cyclists were for distractions (135) and risky riding (64). For personal mobility vehicles, 799 fines were issued in one week, averaging 114 daily. The majority of these sanctions (668) were related to the vehicle's operating conditions, while 111 were for the lack of helmets or other protective gear.
