After the council denied the ruin declaration and mandated rehabilitation, the owner decided to sell the entire block for a price ranging between 250,000 and 300,000 euros. The families affected by this forced eviction still cannot return to their homes.
Given this situation, the Alternativa d'Unitat Popular (AUP) has proposed that Rubí City Council acquire the apartments. The proposal includes deducting from the final price all expenses already incurred by the council for temporary accommodation and hotels for the evicted families. The goal would be to rehabilitate the building to integrate it into the public housing stock or transfer its use to a non-profit housing cooperative.
“"The City Council cannot pretend that nothing is happening. We have spent public money on hotels for these families. With the purchase of the block, this money would cease to be a dead expense and would become public heritage: it would be the first time that Rubí uses direct purchase to curb speculation and guarantee dignified housing."
The AUP noted that the owner is a large landlord with an estimated patrimony of ten million euros. According to the group, the owner's initial intention was to have the City Council declare the building a ruin, which would exempt them from rehabilitation and only require demolition, a minimal expense compared to their capital, to then speculate with the land. Faced with the municipal refusal, the owner has opted to sell at a price below market value to disengage from the problem.
The Alternativa urges the council to act, considering this situation an opportunity for families and for the entire city of Rubí. The proposal seeks to prevent another speculative investor from acquiring the apartments and putting them on the market at unaffordable prices, advocating for the City Council's role as a guarantor of the right to housing.
This initiative was presented during a housing debate session organized between March and April at the CRAC, where the importance of this basic necessity was discussed from various perspectives, including the role of public authorities and local administration in ensuring it for citizens.
