Sant Cugat City Council invests 8 million to eliminate bureaucracy with AI

The council aims to create a local "Santcugatenca" artificial intelligence to guide citizens and automate internal procedures.

The Sant Cugat del Vallès City Council has announced an investment exceeding eight million euros to implement artificial intelligence in its internal processes starting this year, aiming for a more agile and efficient administration.

The Mayor, Josep Maria Vallès, presented the digital transformation plan, which includes a total investment of over eight million euros in the coming years. This strategy seeks "zero bureaucracy" and aims to simplify procedures for citizens, using Artificial Intelligence (AI) as a key lever to automate repetitive tasks and identify bottlenecks in administrative processes.

"We want a City Council that is more efficient, more agile, smarter, and with less bureaucracy."

One of the central axes of the project is the creation of a specific AI, trained with municipal knowledge, dubbed "Santcugatenca". This tool will be used both internally and for citizens, as it will be incorporated into the new municipal website to resolve queries and guide procedures. Furthermore, every municipal worker will receive an AI assistant (based on tools like Copilot or ChatGPT) to dedicate less time to mechanical tasks.

"We want to measure everything that happens inside the house to know who does what at all times and to be excellent in processes."

Jordi Joly · Municipal Manager
The transformation also involves renewing the technological infrastructure, including migrating the computing platform to an external infrastructure, which entails an investment of 1.5 million euros. Simultaneously, the "digital twin" of Sant Cugat is being developed, a virtual replica that allows simulating scenarios and optimizing resources, with the pilot already operational at Pi d’en Xandri to monitor real-time environmental data.
