Since taking office on June 4, 2026, succeeding Isabel Garcia, Joan Carles Mingueza has worked to consolidate municipal leadership. His commitment, expressed in his investiture speech, has been to dedicate himself fully to the well-being of the citizens. His main objectives include maintaining service quality, consolidating economic stability, implementing the Investment Plan, transforming public spaces, promoting affordable housing, and executing projects linked to the Law of Neighborhoods.
The municipality's financial situation has been a key focus. The closure of the 2025 budget showed a surplus of 8.77 million euros and budgetary stability of 9.57 million, figures that allow for the recovery of investment capacity. Mayor Mingueza highlighted at the June plenary session that this financial strength is crucial for sustaining public services and driving transformative projects without compromising the institution's solvency. One of the first announced measures was the restoration of municipal subsidy levels for entities in the 2027 budget.
Several municipal projects have progressed during this period. Notably, the civic and commercial axis program in the center, with the upcoming comprehensive renovation of Plaça Nova and accessibility improvements in Santa Maria, Sant Pau, and Frederic Soler streets. The reform of Lluís Companys street also began in September, as part of the Law of Neighborhoods. Furthermore, the participatory budget project has been defined and will open on October 9, giving direct voice to residents.
In terms of institutional collaboration, Mingueza met with the Government Delegate in Barcelona to discuss school climate control, the second I3 line at Escola La Florida, railway infrastructure, and the future elderly residence. He also held discussions with Adif and residents to protect the slope of the R3 line and advocate for the bypass with the R8. Before the Generalitat, he presented municipal demands regarding the B-140 project and met with the delegate of the Polisario Front.
The mayor has managed extraordinary situations, such as the fire at the Honda company shortly after his investiture, and the activation of the Municipal Emergency Committee due to intense rainfall on September 9.
The first hundred days have been marked by direct engagement with entities and citizens, participating in events like the Festa Major and the Aplec de Santiga. He also met with athletes such as Eric Panés, a champion in Belgium, and the first team of UCF to celebrate their promotion.
Mingueza positively assessed the public's support, stating, "This support further strengthens my commitment to working for all the people of Perpètua".
