The ordinary plenary session in October began with a minute of silence for the victims of the railway accident in Urda. Consequently, the agenda was limited to basic points, postponing debates on motions, requests, questions, and citizen interventions to the November plenary. Mayor Joan Carles Mingueza explained this decision.
The Council approved budget modifications totaling nearly 79,000 euros. The largest allocation, 39,000 euros, will be used for planting trees in public spaces. Other allocations include 17,254.60 euros for security IT equipment, 7,000 euros for urban furniture, 6,050 euros for health protection, 5,500 euros for security machinery, 2,635.39 euros for street cleaning vehicles, and 1,500 euros for renovations at the municipal market. These investments are funded by treasury surpluses, as detailed by the Councillor for Economic Services, Marçal Solà.
Additionally, 4,025.31 euros were incorporated for flood prevention in Can Folguera, as part of the Neighborhood Plan subsidized by the Generalitat.
Another budget modification of 305,523.03 euros includes 290,737.45 euros for the repair of the Obradors street collector. Following the withdrawal of the awarded company, the Council proposes an agreement with the Consorci Besòs Tordera for project management and repair. The modification also allocates funds for repairs to waste collection machinery (6,560.12 euros), the municipal swimming pool (3,565.46 euros), and the hiring of a saxophone instrumentalist for the Municipal School of Arts (4,660 euros).
The Council also approved two extrajudicial credit recognitions totaling 47,883.92 euros. One, for 3,338.93 euros, covers the management service for feline colonies provided by HELP GUAU. The second, for 44,544.99 euros, relates to the service of the Municipal Nursery School of Can Folguera provided by MAINADA. Marçal Solà explained that these procedures allow the municipal budget to account for expenses of services already rendered.
Finally, the General Municipal Planning Plan was definitively approved to regulate the change of use of premises to housing.
