This procedure, which is standard practice when interested parties cannot be located in Andorran territory, has been initiated by the Secretariat of State for International Financial Affairs. According to the Andorran outlet Altaveu, Laporta is due to receive one notification, while Viñales, who hails from Roses, must receive four.
The edict states that both individuals have a ten-day period, which began last Wednesday, to personally contact the Secretariat of State and initiate the relevant proceedings.
Should they fail to comply with this deadline, the Andorran body could initiate legal action. Both Viñales and Laporta also have the option to file an opposition appeal and submit it in writing to the Secretariat of State of the Principality of Andorra.
