The City Council takes the first step towards building affordable rental housing in the Mestral sector.

The Castelló d'Empúries City Council has registered a municipal plot in the Mestral sector in the Public Land Reserve, a key step towards building 33 social housing units for rent.
The Castelló d'Empúries City Council formalized this July the inclusion of a municipal plot, located on Carrer del Puig Rom in the Mestral sector, into the Public Land Reserve managed by the Catalan Housing Agency. This process, a result of collaboration between the tax and territorial management, urban planning, and housing departments, will enable access to grants from the Generalitat de Catalunya for the promotion of Social Housing (HPO).
The plan includes the construction of 33 social housing units for rent, aiming to facilitate housing access for registered residents of the municipality. The land will be awarded to a developer following formulas proposed by the Generalitat, once the final list of admitted plots in the reserve is confirmed.
The Councilor for Housing, Antonio Martín, highlighted the importance of this step in advancing the municipal priority of facilitating access to affordable housing. He emphasized efforts to leverage supramunicipal tools to expand the social housing stock and meet current and future resident needs.

The public land reserve is a registry promoted by the Department of Territory, Housing, and Ecological Transition, through the Catalan Housing Agency, which collects land designated for future social housing developments. Registration is a prerequisite for accessing Generalitat grants for social housing promotion, and is open to public administrations as well as private entities committed to such developments.
