Empuriabrava Merchants Warn That the Town Center Is "Dead" in Winter

The business community of the residential marina demands more aid and powerful promotional campaigns to break seasonal tourism dependence.

Merchants in Empuriabrava, located in the Alt Empordà region, have warned that economic activity halts during winter and are demanding more aid and promotional campaigns from the Castelló d'Empúries Town Council.

The residential marina of Empuriabrava, one of the most important tourist enclaves on the Costa Brava, suffers from strong seasonality that stifles local commerce. Several shopkeepers agree that the municipality has much more potential than is being exploited and warn that many premises remain empty outside the high season.

The lack of a constant flow of visitors makes it very difficult to keep businesses open twelve months a year, even when opening on Sunday. In addition to promotion, merchants are asking for increased security in the area, especially due to the risk posed by scooters and bicycles to pedestrians, and demanding that regulations be enforced across all establishments.
From the Department of Commerce, Councillor Helena Solana defends actions already underway, such as the Superlot de Nadal campaign and the preparation of a promotional video to attract visitors from Barcelona. The First Night of Commerce, scheduled for February 26, has also been announced to highlight the local business community.
The Town Council has also reminded businesses of the availability of various subsidies, including up to 5,000 euros for energy-saving reforms and 2,500 euros for new businesses opening during 2025 and 2026.
