Mossos reduce highway crime by 50% with Kanpai Pista plan

The police operation has decreased thefts and robberies on Catalan expressways during the first half of the year, with summer reinforcements planned.

The Kanpai Pista plan by the Mossos d'Esquadra has reduced crime on Catalan expressways by 50.5% in the first half of the year, dropping from 1,876 to 928 incidents.

The Kanpai Pista operation, focused on rest areas, service stations, and gas stations on highways like the AP-7, has proven effective in combating crime on Catalan motorways. Since its implementation, crimes have been halved, decreasing from 1,876 cases in the first six months of 2025 to 928 in the same period of 2026.
According to Raül Oliva, head of the Operational Mobility Unit of the Mossos d’Esquadra, the primary reason for this reduction is a significant drop in petty thefts, which fell from 700 to 231. Robberies of truck cargo and vehicle damage have also decreased due to intensified night patrols.
The police regions of Girona, Metropolitana Nord, and Tarragona have seen substantial decreases, with drops of 63%, 41.4%, and 57.4% respectively. These areas cover most of the region's expressways.
Police and judicial pressure, along with the seizure of 62 vehicles used by criminals, have helped deter thieves. 26 stolen vehicles have been recovered, and 29 restraining orders have been issued against repeat offenders.
This summer, the Mossos will reinforce the plan with three specific operations on the busiest routes and increase preventive patrols to enhance drivers' sense of security.
The new law against repeat offending has also led to convictions for criminals with numerous prior offenses, and some organized groups have relocated their activities to other countries due to police pressure.
The increase in traffic on the AP-7 since the toll removal has attracted a more specific type of thief, who exploits driver distractions in service areas or gas stations.
