Scooters: Minimum age 15 and mandatory helmet

The Government sets the minimum age for driving personal mobility vehicles and establishes mandatory helmet use for all users.

The Government has approved a modification to the General Traffic Regulations, setting the minimum age for driving personal mobility vehicles, such as scooters, at 15 years old and making helmet use mandatory.

The new regulation, which will come into effect on October 1st, also mandates the use of gloves for riders and passengers of motorcycles and mopeds, as well as closed footwear on all types of roads. Taxi drivers will also be required to wear their seatbelts at all times.
These measures aim to enhance the protection of so-called vulnerable road users, including pedestrians, cyclists, motorcyclists, and personal mobility vehicle (PMV) riders.
One of the most significant changes, the mandatory use of an approved helmet for motorcycle riders, will be implemented from October 1st, 2027.
