The Department of Territory, Housing and Ecological Transition has launched a pilot program in about twenty blocks across Girona regions, including buildings in the West sector of Figueres, aiming to improve coexistence and maintenance in residential communities. This initiative, expected to expand throughout Catalonia, seeks to guarantee basic services such as elevator operation and stairwell lighting, as well as prevent electricity fraud and illegal occupations.
However, the implementation of these measures is not straightforward, especially regarding funding. A resident of Roses has expressed concern about payment delinquency in homeowner associations, noting that often it is the wealthier residents who fail to meet their payment obligations.
“"Those who are supposed to have scarce resources pay religiously. Those who are supposed to be swimming in abundance do not pay. This is how they can enjoy high-end cars and laugh at the 'unfortunates', 'ignoring' debts."
This situation creates an imbalance where owners with less economic capacity keep their obligations up to date, while those in a more comfortable position avoid payments, hindering the maintenance and management of communities. The issue highlights the need for complementary legal mechanisms to effectively address delinquency and ensure the proper functioning of residential communities.
