Albert Pons, councilor for En Comú l'Escala, has denounced the "exasperating inaction" of the local PSC/CP government regarding housing policy, noting that the municipality has 0% protected housing stock despite high demand.

Announcements by the Government of Catalonia regarding the construction of 50,000 homes (October 2024) and the projection of 21,289 public homes (May 2025), 497 of which are destined for the Alt Empordà, contrast sharply with the situation in l'Escala. This coastal town currently has 0% protected housing, significantly below the 2.5% average in Catalonia.
According to the Sectoral Territorial Housing Plan, areas with accredited high housing demand, such as l'Escala, should have 15% affordable housing. This lack of public supply is linked to the rise in squatting, which increased from 65 in 2017 to 95 in 2021, with social reports citing the lack of public housing as the main cause.

Pons criticizes that the local executive, led by the PSC/CP since 2007, lacks a Local Housing Plan or strategic plan. Furthermore, no steps have been taken for the Generalitat to acquire housing, nor has land been mobilized for new developments, while residences that could have served this purpose have been sold.
