Sant Llorenç de la Muga Mayor Denounces Housing Shortage and ACA Inaction

Montserrat Brugués states that 57% of properties are second homes, hindering young families and residents from settling down in the municipality.

The mayor of Sant Llorenç de la Muga, Montserrat Brugués, outlined the main challenges facing the Alt Empordà municipality, focusing on the housing crisis and the ACA's failure to deliver the new sewage plant.

One of the most serious problems facing the municipality is the lack of housing for new residents. According to the mayor, almost 57% of properties are second homes, causing the population to surge from 270 inhabitants to 900 or 1,000 during August. This situation prevents young people and families from finding a place to live permanently in Sant Llorenç de la Muga.

The other major deficiency is the town's sewage treatment plant, which has been inoperative since the Mugada flood in 1992. The Catalan Water Agency (ACA) drafted a project in 2007 that was never executed and is now obsolete. Although the ACA's PGSAC plans for the construction of the new plant between 2022 and 2027, the council complains that no action is being taken and that they are being asked to fund a temporary 95,000 euro fix in a flood-prone, non-municipal area. Consequently, the council plans to allocate PUOSC funds in 2027 to restart the old plant as a plan B.
Regarding other infrastructure, the council has managed to solve the drinking water quality problems detected in June of last year, which showed high levels of iron and manganese. Furthermore, they are finalizing the Mobility Plan to pedestrianize the historic center, and 40 new parking spaces will be adapted next to the sports court thanks to the Riunatur project funded by the Diputació de Girona.
Finally, the mayor highlighted the launch of the Youth Plan to encourage youth participation and the planning of the Energy Community. This photovoltaic installation is scheduled between 2026 and 2027, aiming to benefit residents without requiring them to make a private investment.
